For the Old Viennese sailor meat cut the meat into cubes, the two onions as well. Sauté the onion in oil and add the meat and spices.
Add about 1/2 liter of water. Let it stew for 1 hour. In the meantime, roughly chop the carrots and celery, as well as one onion and garlic.
Sauté in oil, deglaze with red wine and simmer. After 1 hour of cooking, add the vegetables to the meat and simmer for another half hour. Season if necessary and thicken a little.
Arrange and serve.
