Preheat oven to 250 °C (220 °C convection oven). Rinse the peppers and cut them in half. Bake on a baking tray in the oven (center) for 10-15 min. Skin the peppers and cut into strips. Finely dice the onion, celery and chili. Sauté onion, celery, bell bell pepper in oil. Add chili and vegetable soup. Season with salt and pepper and steam for 5 minutes.

Make penne al dente in salted water. Chop the parsley and mix with the sauce. Serve with the pecorino cheese.
